About Purpose of Position: Programme Manager: Controls Jobs at Transnet

Position Purpose:
• Enable the delivery of the KwaZulu-Natal Logistics Hub Programme by ensuring support of business with regards to all Programme Controls Functions.
• Manage the Programme Controls Team in accordance with the internationally Recognised best practice standards, corporate governances, policies, processes, systems and controls implemented with the Transnet Group and TNPA.
• Responsible for ensuring that Portfolio/Programme scope, budget/cost forecasting and scheduling tools are fully utilised and maintained to assist programme managers to measure, forecast and track project related work.
• Explore IT systems and tools within Transnet and assist the KZNLH Team to use them for planning and execution of various programmes.
• Plan and oversee individual Masterplan Programmes (Durban and Richards By) and assist with the integration of an Integrated Programme for KZLN-LH Programme.
• Develop and implement applicable reporting, schedule management, cost & change control / cost engineering, risk & opportunity management, documentcontrol and strive for continuous improvement.
• Provide Portfolio and Programme support and management including guidance across the multiple disciplines within the overall Programme office, in line with expectations.
• Unsure standardisation, application of control across the KZNLH Programme including document control processes.
• Align controls with key stakeholders that impact on the KZNLH Programme

Transnet Programme Manager: Controls Job Requirements

Transnet Programme Manager: Controls job requirements are following:-

Qualifications & Experience:
• A relevant Degree or BTech (NQF level 7) in Business, Finance,
Engineering Management (Economics or Construction) is required or post-graduate management qualification/program.
• At least 10 years’ experience in managing multi-discipline project controls/project support services environment.
• At least 6 years’ experience in management and/or leadership.
• Experience in presenting and analyzing programme/project cost, schedule, risk and related data to both programme
/project level
Competencies:
Knowledge:
•Knowledge and previous work experience in managing high-valued, large, multidiscipline, green/brown/red field, complex
infrastructure programme and projects from Inception through to
completion and close-out.
• Previous experience in managing a multidisciplinary team.
• Hands on experience on enterprise-wide cost, scheduling, estimating and contract management tools.
• Knowledge of Primavera and/or SAP (PS Module) would be advantageous.

•Must be able to interpret, scrutinize and manage multiple complex relationships between costs, schedule and resource
requirements and their relationship with business/project objectives.

Programme Manager: Controls Job Responsibility for Transnet Job Vacancy

Position outputs:
1. Develop, maintain and deliver the Programme Controls Strategy or Plan in support of each programme/project to be
delivered to meet the programme objectives and in line with the PMF/PLP and gateway processes.
2. Produce, communicate and roll out the strategic level programme controls approach, including documentation of
programme/project controls procedure that supports the approach, as set out by the TNPA.
3. Accountable for successful management and implementation of the programme controls strategy or plan for
programme/project (reporting and forecasts for costs including exception
reports, cost control, change management, estimates, schedule management, document control, risk and opportunity
management, contract management, etc.).
4. Provide departmental management and leadership duties to all key functional heads within the controls team, ensuring that
the specific controls teams are functioning and delivering to a
high standard, that accuracy is achieved at all times, that real time and integrated reporting reflects actual current status of
programme/projects.
5. Provide the primary point of contact to the KZN LH programme for all matters relating to programme/project controls
process, data, reporting and support.
6. In conjunction with Finance and Infrastructure, provide inputs to establish, maintain and continuously enhance an
integrated programme critical controls framework for all aspects of control and programme reporting across the organization.
7. Oversee and guide the audit, governance, and assurance of programme/project by active participation of
programme/project Controls team in audits, review meetings, providing of clear,
accurate programme assessments and giving proactive advice to drive successful programme completion.
8. Works closely with programme managers, project managers, contract management, engineering, and construction
personnel to define detailed measurement and scheduling criteria.
9. Establish a communication link to the respective Portfolio Manager, Programme Managers, Project Managers, and to
TNPA Infrastructure Management and other functional departments.
10. Develop and implement best practice programme/project controls principles and tool sets in support of programme
execution, based upon on lessons learnt and industry practice.
11. Drive the development and implementation of the controls and principles through support and training for the
programme/project management and operational community as required
the business.
12. Management of Programme/Project Controls staff recoveries (owners team cost — hours and direct costs) against
specific project & as part of the project cost management and optimize the utilizing of available resources.
13. Determine “the HR requirements for the programme controls office, based on forward workload. Develop a specific
employment strategy and fill the vacancies appropriately and timeously with suitably qualified persons.
14. Oversee that all key staff members within the programme controls office current and relevant training in support of the
KZN LH Office tools and processes being adopted.
15. Decisive leadership in mentoring; managing, team building and motivation of departmental staff.
16. Ensures that all work undertaken by the programme controls team is executed safely and meets or exceeds safety goals
and policies and is in accordance with Transnet Governance.
17. Implementing new business procedures congruent to best practice, Including Earned Value Management, and Schedule
Risk Management.
18. Develop and manage an end- to -end Control Framework for KZN-LH in line with its objectives and ensure such control
align with the TNPA Programme and Enterprise Risk Framework.
